Cleo is a money app built around an AI chatbot with a personality. Connect your bank account and you can ask it how much you spent on takeout this month, have it sort your transactions into budgets, or invoke its two famous party tricks: roast mode, where it mocks your spending in genuinely funny fashion, and hype mode, where it celebrates your restraint. Founded in London in 2016, Cleo aims mostly at younger users in the US market and reaches millions of them.

One correction to the record, since older write-ups (including a previous version of this page) got it wrong: Cleo is a personal finance app, full stop. It does not do small-business accounting, cafe sales analysis, or partner collaboration features. If you need bookkeeping for a business, you want QuickBooks or Wave, not Cleo.

What Cleo actually does

  • Chat-based budgeting. Transactions sync through Plaid, get categorized automatically, and you interrogate them by chatting rather than clicking through dashboards.
  • Roast and hype modes. Gimmicky on paper, effective in practice; plenty of users check the app because the roast is entertaining, and checking is half of budgeting.
  • Savings nudges, including automatic small transfers toward goals and spending challenges.
  • Cash advances, marketed at up to $250 for eligible subscribers, with the actual amount depending on your account history and often starting much lower.
  • Credit building, via a secured card and credit score insights on the top-tier plan.

Pricing

The free tier covers the chatbot and basic budgeting. Cleo Plus runs $5.99 a month and adds cash-advance eligibility and extra features; Cleo Builder, at $14.99 a month, adds the credit-builder card and score tools. Advances can also carry an express fee if you want the money immediately rather than in a few days. The subscriptions are where Cleo makes its money, and the app is not shy about steering you toward them.

The FTC settlement you should know about

In 2025, Cleo paid $17 million to settle US Federal Trade Commission allegations that it advertised cash advance amounts and speeds most users didn't actually get, and made subscriptions hard to cancel. Cleo settled without admitting wrongdoing, and cancellation has since gotten easier. It wasn't a data breach and doesn't make the app unsafe, but it's fair context for reading Cleo's marketing with a squint, especially around advance amounts.

Who it's for

Cleo suits people who have bounced off traditional budgeting apps out of boredom, live paycheck to paycheck, and respond better to a funny nudge than a spreadsheet. If you want detailed reports, shared household budgets, or investment tracking, apps like Monarch or Copilot fit better; if you only want the occasional small advance, compare the all-in cost of a subscription plus express fees against alternatives before signing up.

Our take

We think Cleo cracked something real: the hardest part of budgeting is showing up, and making the app entertaining gets people to show up. Roast mode is the single best retention feature we've seen in consumer fintech, and the chat interface genuinely lowers the intimidation factor for people who find money apps stressful.

Our gripes are equally real. The free tier functions mostly as a funnel to the paid plans, and the nudging gets tiresome. Advance amounts start small no matter what the ads imply, a lesson the FTC made expensive for the company, and a $5.99 monthly fee is meaningful relative to a $50 advance. Power users will also find chat slower than a good dashboard once the novelty fades. Great personality, decent budgeting, mediocre value if you only came for the cash advances.
